Conduct consumer research and develop strategic recommendations on how the Colorado Department of Labor and Employer should best allocate money to eradicate the digital divide
RESEARCH APPROACH
A blend of primary and secondary research to better understand digital equity in Colorado. Primary research involved surveys and interviews with rural Colorado's stakeholders, while secondary research included syndicated data, trends, and case studies, offering broader insights and evidence.

STRATEGIC RECOMMENDATION
Develop a paid media campaign to generate awareness of the digital divide
Fund affordable connectivity efforts (many of which have since been passed in Colorado state legislature), subsidizing internet services for lower income households
Create a digital sharing initiative alongside tools, resources, and training to empower individuals in maximizing their journey towards digital empowerment
